South Korean President Angered by 'Inhumane' Attack

South Korean President Lee Myung-bak Monday apologized for not protecting South Korean civilians from North Korea's artillery attack on an inhabited island, which he labeled an inhumane crime.

The president says North Korea will be made to the pay the price for any further provocation.

Mr. Lee called for national unity in a country split between hardliners demanding immediate punishment and liberals worried that an escalation of tensions could plunge the peninsula into a war.

Such a conflict could result in North Korea firing artillery onto the crowded capital, Seoul, imperiling the South's vibrant economy.

The president made no reference to China's offer to host emergency multi-national talks on the crisis with North Korea. But the South Korean president says it is difficult to expect that Pyongyang will abandon nuclear weapons and military brinkmanship.

Last Tuesday's artillery attack was the second provocative act of the year blamed on North Korea.

South Korea responded with restraint after one of its navy warships was sunk in March in the Yellow Sea, killing 46 sailors. An international investigation concluded the Cheonan was hit by a North Korean torpedo.

Pyongyang denies any responsibility for the sinking. But it does acknowledge bombarding Yeonpyeong island on Tuesday. North Korea says it was protecting its sovereignty after South Korean troops on an annual training exercise fired artillery into a disputed Yellow Sea border area.

The attack on Yeonpyeong killed two South Korean marines and two civilians.

Northeast Asia analyst Daniel Pinkston, from the International Crisis Group, says the two incidents present a dilemma for the South Korean leadership.

"This year there have been two tremendous failures in deterrence. So deterrence must be restored," he said. "However, by demonstrating the capabilities and the cost that North Korea would pay in case of further provocation you want to do that in such a way that North Korea does not misperceive or miscalculate, and in fact you end up triggering a war because a war would be very costly."

In a show of deterrence the U.S. Navy has sent a U.S. aircraft carrier and other ships into the Yellow Sea to train with South Korea's navy.

South Korean vessels and aircraft are taking part in what military officials say is a "live fire" exercise meant to demonstrate the alliance's resolve and capability. The exercise ends Wednesday.

The North is impoverished and isolated, with neighbor China its only significant ally. North and South Korea technically have remained in a state of war since three years of combat in the early 1950's ground to a stalemate.

At Least 12 Killed in Pakistan Plane Crash

Pakistani officials say at least 12 people were killed when a Russian-made cargo plane crashed early Sunday in the country's southern city of Karachi.

The Russian-made cargo plane crashed shortly after taking off from the Karachi airport. Authorities say a technical fault may have caused the deadly accident.

A spokesman for Pakistan's Civil Aviation Authority, Pervaiz George, says the aircraft was transporting relief supplies to Sudan's capital, Khartoum.

"It took off from Karachi [airport] at 1:45 a.m. in the morning [local time] and as it took off with eight crew members it caught fire and immediately it crashed," he said.

The spokesman says that all eight Russian crew members died. Their mutilated bodies have been recovered from the plane's wreckage.

The cargo aircraft crashed into a housing complex for naval officers. Most of the buildings were under construction and believed to be unoccupied. Authorities say there were several casualties on the ground and that the death toll was likely to increase.

Witnesses say they saw one of the engines on fire before the plane hit the ground. An investigation is underway but the spokesman, Pervaiz George, says the pilot did not communicate any problems to the control tower at Karachi airport.

"There was no conversation regarding this incident or regarding any problem in the aircraft, regarding any problem in the engine," he added.

This was the third plane accident in Pakistan in four months and the second aircraft to crash after taking off from Karachi in several weeks.

A small passenger plane carrying workers of an Italian oil company crashed in Karachi earlier this month shortly after taking off from the airport. All 21 people on board, including crew members, were killed in that accident.

In July, this year, a passenger plane coming from Karachi crashed in the mountains near the capital city of Islamabad, killing 152 people on board.

Both the incidents are under investigation.

South Korea Gives Cool Response to China's Call for Emergency Talks

Diplomatic efforts are underway in Asia to defuse tension on the Korean peninsula. But South Korea is effectively rejecting China's call to quickly convene multi-national talks to discuss North Korea. This comes as the United States and South Korea begin four days of naval drills seen as a show of strength to dissuade Pyongyang after last Tuesday's attack on Yeonpyeong island.

South Korea is effectively rejecting immediate resumption of multi-party dialog involving North Korea. The Foreign Ministry is saying, diplomatically, only that China's proposal deserves to be "very closely examined."

President Lee Myung-bak who met Sunday with visiting Chinese officials is quoted as telling them the timing is not right and it is more urgent to deal with North Korea's belligerence.

China says it wants to host emergency talks in December that would also include both Koreas, the United States, Japan and Russia.

South Korean presidential press secretary Hong Sang Pyong says President Lee told China's State Councilor, Dai Bingguo, Seoul expects Beijing to use its influence with Pyongyang to defuse the tension on the Korean peninsula.

The spokesman also says President Lee also conveyed that Seoul will forcefully respond to any further military provocations from the North.

The discussions occurred five days after North Korea hit a South Korean island with a barrage of artillery, killing four people.

The USS George Washington aircraft carrier, a pair of South Korean naval destroyers and other vessels are now in the Yellow Sea for four-days of war games.

U.S. officials say the maritime maneuvers were planned before last Tuesday's North Korean artillery attack. But they are not denying the drill is a show of force meant to deter Pyongyang from further provocations.

The director of South Korea's Research Institute of National Security Affairs, Choi Jong Chul, says it is unlikely North Korea will do anything provocative while the joint maneuvers are underway.

Choi (who is also a professor of military strategy at the Korea National Defense University) says, however, once the U.S. aircraft carrier departs, it cannot be predicted what North Korea will do, thus Seoul needs to be prepared for any eventuality.

South Korean media reports say North Korean forces have put surface-to-surface missiles on launch pads in the Yellow Sea and moved surface-to-air missiles to front-line areas.

Pyongyang is warning of retaliation amid the US-South Korean maneuvers. An official news agency dispatch Sunday spoke of North Korean forces delivering a "brutal military blow" if its territory is violated.

North Korea acknowledges hitting Yeonpyeong island while a South Korean annual military drill was underway there Tuesday. The exercise included the firing of artillery westward into the sea near the maritime boundary, which North Korea does not accept.

Pyongyang says if there were civilian deaths that is regrettable, but adds South Korea is using civilians as human shields on Yeonpyeong.

Those remaining on the island were ordered into bunkers for 40 minutes Sunday after fresh artillery firing was heard from North Korea, which is just 12 kilometers away. There is no indication any shells hit South Korean territory Sunday.

All journalists were ordered by the Defense Ministry to leave Yeonpyeong island by the end of the day. The ministry sent an emergency text message saying that remaining there would be dangerous because North Korea might take further provocative action.

President Lee Myung-bak on Monday morning is to make a national address. He has not spoken in public or to reporters since last Tuesday's attack.

Troops Search Rio Drug Gang Haven. Brazilian Police

Brazilian soldiers and police have invaded a sprawling slum of Rio de Janeiro in a search for drug traffickers.

More than 2,000 police and military personnel moved into the Alemao slum complex Sunday morning with help from armored trucks and low-flying helicopters.

TV footage showed the security forces exchanging gunfire with drug gang members who have long controlled the area. Reports said troops are conducting house-to-house searches.

Brazil's military carried out a similar raid in the Vila Cruzeiro slum last week. A number of drug gang suspects are believed to have fled that area and hidden themselves in Alemao.

Brazilian authorities say they are trying to pacify Rio before it hosts the finals of the 2014 World Cup and the Olympic Games of 2016.
